If your 15 can you get a tattoo with parental consent?

I'm really not certain, but many tattoo artists, and the studios they work for, are adamant about you being at least sixteen, regardless of the legal issues. In my state it's sixteen for piercings, with parental consent, but our shop owner says it's just too much hle, and quit doing minors altogether. For tattoos, it's always been eighteen. I know, not what you wanted to hear, sorry. Take care.
